You should have gotten a cable that goes from the Interface box to the Otterbox. This cable should have a split on the Otterbox end that provides power to the Otterbox. Do you have this? Also, hav you tried an implement switch with the Interface box? If the implement switch works, then you have to be getting Power to the Otterbox.

The 115 has two output cables, one labeled A and one labeled B. You need to have Port A hooked to the Interface Box in order to supply power to the Interface Box (which in turn powers the iPAQ). Note that you should also have a port on the Interface for your Raven Lightbar.

Let me know if this makes sense.
