How to use the Budget?

I'm trying to use the Budget setup to figure out my cash flow needs for the rest of the year. In the help pages it says to use a negative number in the beginning cash position cell. Do I put what I had for a cash balance plus my remaining available balance on my operating line in that cell? If that is the case would the ending cash balance cells across the bottom indicate my total operating loan needs? My operating line automatically transfers funds so I have $5000 in my checking account at all times so I have Debt reduction and New Debt under my operating line in every cell across the months.
Every year I try and setup a budget and I get frustrated with this design so I quit using it.
