RS 232 protocol and NMEA 183 are two completely separate things. The RS 232 protocol is the standard for data voltage and connector ratings being output. This basically is what’s required for data output from a com port. NMEA 183 deals with the format of the data being output by the receiver. You really shouldn’t have to worry about the RS 232 protocol, and I would really expect that your receiver is already set to output NMEA 183 as virtually all receivers do this. Specifically what brand of GPS receiver are you working with? You may want to get in touch with the company or with your dealer to see if they can help you out.
